SVOG Grants and more – Update on Advocacy from the IAFE



The SBA opened the application portal for the SVOG April 26.   An IAFE member has created a video explaining his concept on how to qualify and apply for the SVOG grant based upon the way the law is written.  Please go to the Communicable Disease Resources page once logged in and go to Members Only section. The SVOG Toolkit is the top item.

There are many efforts already underway in the 117th U.S. Congress to make sure that the grants are made available as the Congress intended. Representative Mark Amodei (R-Nevada) has introduced HR 2120, the Securing Access for Venue Equity Act or "SAVE" Act and it will specifically allow fairs and carnivals to apply. The text of the bill specifically calls out "(11) HOSPITALITY BUSINESS.—The term ‘hospitality business’ means a person or entity that is assigned a North American Industry Classification System code beginning with 713, 487, 5615, 7113, 721, 722320, or 561920.’’. This Act already has co-sponsors as noted below  (as of 4/15/21):

  • Representative Charlie Crist a Democrat from the 13th district in Florida; 
  • Representative Dina Titus, a Democrat from the first district in Nevada; and,
  • Representative Bill Pascrell, a Democrat from the ninth district in New Jersey.   
  • Representative Ed Case, a Democrat from the first district of Hawaii;  and, 
  • Representative Blake Moore, a Republican from the first district of Utah.    


Senator Tina Smith (D-Mn) along with Senator Roy Blunt (R-Mo) have co-sponsored S 1092 on that side of Congress for supporting fairs. This is the companion bill to HR2424

Representatives Jimmy Panetta (D-Ca), Billy Long (R-Mo), Mike Levin (D-Ca) and Dan Newhouse (R-Wa) are initial co-sponsors for the Agricultural Fairs Rescue Act  Note: as of 4/15/21 the text of the bill has not been published. Your IAFE has signed on with 13 other organizations asking the Small Business committee leadership in Congress to create a separate type of "shuttered venues operator grant" just for the outdoor events industry, with $15 billion committed to it. Leaders of the coalition are working in one-on-one meetings with Representatives and Senators to identify some "champions" for the cause.
