An Update on Advocacy from the IAFE

ACT NOW! Contact Congress!

Last Updated: 07/22/2021

Representatives Jimmy Panetta (D-Ca), Billy Long (R-Mo), Mike Levin (D-Ca), and Dan Newhouse (R-Wa) are initial co-sponsors for H.R. 2424, the Agricultural Fairs Rescue Act. NOW is the time to reach out to your Representative in the U.S. House and either thank them for co-sponsoring the bill or ask them to sign on today.

IAFE Members: After logging in, please visit the Government Relations page to get contact information for your Representative's staff member for this issue, along with instructions and templates for sending a personal email message to your Representative.

The links below will tell you more about this important bill:

Senator Tina Smith (D-Mn), along with Senator Roy Blunt (R-Mo), have co-sponsored S. 1092 on the Senate side of Congress for supporting fairs. This is the companion bill to H.R. 2424.

The SBA opened the application portal for the SVOG on April 26. An IAFE member has created a video explaining his concept on how to qualify and apply for the grant based upon the way the law is written.

IAFE Members: After logging in, please visit the Communicable Disease Resources Members Only section. The SVOG Toolkit is the top item. Through July 19, 2021, we are aware of 12 fairs receiving an SVOG grant, ranging from $106,000 to over $3 million. Not every fair will qualify, but please review the video and file if you believe it is appropriate for your fair.

There are many efforts already underway in the 117th U.S. Congress to make sure that the grants are made available as Congress intended. Representative Mark Amodei (R-Nv) has introduced H.R. 2120, the Securing Access for Venue Equity ("SAVE") Act, that will specifically allow fairs and carnivals to apply. The text of the bill specifically calls out:
"(11) HOSPITALITY BUSINESS.—The term ‘hospitality business’ means a person or entity that is assigned a North American Industry Classification System code beginning with 713, 487, 5615, 7113, 721, 722320, or 561920.’’ (Bold added for emphasis)

Your IAFE has signed on with 13 other organizations asking the Small Business Committee leadership in Congress to provide pandemic relief funding to the legions of other small businesses severely impacted by the pandemic, but left out of other funding streams such as SVOG and the Restaurant Revitalization Fund. Leaders of the Economic Bridge Coalition are working in one-on-one meetings with Representatives and Senators to identify some "champions" for the cause.
